Add cei:institution to schema

Adds cei:institution to the cei schema.

As added, cei:institution is in every way a copy of cei:repository except for the name substitution and slightly revised description, and therfore should not cause any conflicts and should accept the same data that is currently being mis-tagged as cei:repository, allowing cleaning of duplicates where necessary for TEI conversion. See #880
