rss2i.py: Support radio mode, CTE and sampling configuration

The new configuration file syntax can be found in the user doc repository. The CTE configuration was changed significantly! The documented standard behaviours are from the user's perspective and not from the devices' perspective. Most of these standard behaviours have to be implemented within rss2i.py.

When the implementation work shows some deficits in the rss2ipy python module, please report them and start a discussion about these and possible other deficits below.
