`cei:note` semantics is not represented in charter view

cei:note is an element to markup text which is to be handled as comment to the place where the element is placed. Currently MOM-CA displays it just as inline text at the position of the element, thus breaking the reading flow.

The traditional way to display this would be a reference (e.g. a charter like "a, b, c, ..." in brackets) at the position in the text, rendered as hyperlink linking to the content of the note at another place (e.g. in the commentary section, see #168 for related issue)
